The Florida Gators receiver cover # CTH4S won't include a hitch receiver lock or hitch pin and clip, but I certainly would recommend one such as the Master Lock # 1480DAT. The pin and clip is part number # PC3 and will fit 2 and 2-1/2 inch receiver hitches.
For 1-1/4 inch receivers the hitch pin and clip # PC2 and hitch receiver lock # e98880 would work great. They both have a pin diameter of a 1/2 inch.

On the B&W Tow & Stow Pintle Hook with 2-5/16" Ball - 2" Hitches - 10,000 lbs/16,000 lbs # BWTS10056, the 4 holes in the unit on the adjustable face give you the most secure options when adjusting. They could include 5 pins and give you that added security, but the 2 pins on the shank and one on the pintle hook portion is enough for the weight capacity and function of the ball mount/pintle.

The Curt Class III Ball Mount with 2-5/16" Ball part # C45041 is not made in the USA but we do have options that are like the B&W Heavy-Duty Ball Mount part # BWBMHD30010. This is not a complete kit though so you'd also need to add the 2-5/16" Hitch Bal part # BWHB94050 and Gen-Y Hitch Pin and Clip for 2" Hitches part # 325-GH-096. Draw-Tite manufactures their receiver hitches in Mexico. If you'd prefer something manufactured in the USA, Curt offers a similar hitch as part # C13295.
If you need a trailer wiring harness but you already have the factory tow package, you'd use # HM40975 or # 22112 if your ProMaster doesn't have the tow package. For a ball mount, use # C45030 and for a 1-7/8 inch ball use # 19260 or # 63845 for a 2 inch ball. Then you will need a pin and clip like # PC3.

Draw-Tite trailer hitch # 75673 for the 2016 Subaru Outback is made in Mexico. Curt trailer hitch # C13206, also for your 2016 Subaru Outback, is made in the USA. But, per Curt warranty requirements, all non-trailer loads (bike racks, cargo carriers, etc) must be supported by stabilizing straps, such as # 18050, sold separately. So if you are going to be using the hitch for anything other than towing you would need the strap.

The Draw-Tite Max-Frame Trailer Hitch Receiver # 75607 has the smaller holes between the receiver tube end and the hitch pin hole. The smaller hole is no longer used. This is a locking hitch pin and anti-rattle device that Draw-Tite has the integrated holes to utilize. I've attached a couple of videos to assist.
